Lake Beulah Management District
The Lake Beulah Management District (LBMD) was created under Chapter 33 of the Wisconsin Statutes for the primary purpose of protecting and rehabilitating Lake Beulah. The LBMD is governed by a board of commissioners who are elected by District Electors to a three-year term of office.
The LBMD has town sanitary district powers under Wisconsin Statute Sections 60.77 and 60.78. Under these Wisconsin Statutes, the LBMD has the authority to act as necessary to carry out a program of lake protection and rehabilitation.
The annual LBMD budget and tax levy are approved by Riparian Owner Electors at the duly posted, District's Annual meeting usually held in August preceeding the next calendar budget year. Regular and special LBMD meeting notices are published at the East Troy Town Hall and on this web site. All meetings are open to the public. Approved Minutes of each meeting are published in the Resources Section of this web site. Past meeting minutes can be seen in the web site's archives.
Approved District funds are collected through a special line on the annual Town of East Troy Property Tax rolls. Riparian owners that are judged to be within the LBMD boundaries pay these taxes annually. Funds are used to support weed cutting and treatment, litigation and the development of ordinances to protect the lake and riparian owners, water quality monitoring, local intergovernmental cooperation and other items as allowed by law.
The LBMD has been awarded a number of Wisconsin DNR Grants to fund development of water monitoring, lake analysis, lake management plans and other measures to ensure water quality and lake property value for both current lake residents and future generations.
The Public Trust Doctrine
Wisconsin's Waters Belong to Everyone
Wisconsin lakes and rivers are public resources, owned in common by all Wisconsin citizens under the state's Public Trust Doctrine. Based on the state constitution, this doctrine has been further defined by case law and statute. It declares that all navigable waters are "common highways and forever free", and held in trust by the Department of Natural Resources.
